Cornwall Council
Cornwall Council is a unitary authority that was formed in 2009 from the merger of Cornwall County Council and six district councils. As a unitary council, Cornwall Council is responsible for all the usual services provided by local authorities including highways, social care, planning, economic development, environmental health etc.

Elections have been held for all 123 seats on Cornwall Council every four years since 2009.

Bob was elected to the council in the first elections in 2009 for the electoral division of Probus, Tregony and Grampound. He was re-elected with increased majorities in the subsequent elections in 2013 and 2017. He served on the Cabinet of the Council as portfolio holder for Planning and Economy from 2017 to 2020. He resigned from the Cabinet in April 2020 (see Campaigns) but remained as a backbench councillor until the end of his term in May 2021. He did not seek re-election in 2021.

Following a review by the Local Government Boundary Commission, the number of seats on the council was cut to 87 with effect from the elections in May 2021.

Tregony with Cuby Parish Council
Between 2019 and 2021, Cornwall Council undertook a Community Governance Review for the whole of Cornwall. This provided an opportunity to review and make changes to governance arrangements at parish level.

Both Tregony Parish Council and Cuby Parish Meeting suggested that a merger of the two parishes should take place. This proposal was formally approved by Cornwall Council at a full council meeting in November 2020 and the Council published the official Reorganisation Order in December.

As the Cornwall Councillor for the area covering the two parishes, Bob was appointed by Cornwall Council to be the responsible person for implementing the setting up of the new parish council.

All the activities, responsibilities and assets previously managed by Tregony Parish Council and Cuby Parish Meeting were merged into the new parish council from 1 April 2021.

Elections were held for the seats on the new parish council in May 2021. Bob was one of the ten persons elected to the council. He became chairman of the parish council for the first year of its operation but did not seek re-election as chair in 2022. He continues as a parish councillor.
